We are bringing forward proposals to redevelop 153 Great Titchfield Street, transforming an outdated and inflexible former educational building into a high-quality residential development in the heart of Fitzrovia West.

This consultation is your opportunity to learn more about the proposals, ask questions, and give your feedback before a planning application is submitted. The proposals will deliver 22 new homes in a highly sustainable and well-connected central London location, while enhancing the character and streetscape of Great Titchfield Street.
The scheme responds to Westminster City Council’s housing priorities by making more efficient use of a constrained brownfield site that is no longer suitable for its existing use.

153 Great Titchfield Street is located within the Central Activities Zone, close to Oxford Circus and Tottenham Court Road, in the Fitzrovia West neighbourhood.

The site is highly accessible and sits within a mixed-use area of residential, commercial and cultural uses. Despite its prime location, the existing building – constructed between 1969 and 1971 – is no longer fit for purpose. Its reinforced concrete structure and split-level layout make it inflexible and unsuitable for modern educational use or conversion.
Originally built as the Building Crafts Training College, the building has since been used for educational purposes, most recently by Regent College London. However, the institution is relocating to a new campus nearby, retaining jobs and educational provision in the area.
This creates an opportunity to bring forward an effective and sustainable use of the site through a carefully considered redevelopment.

Our Proposals

We are proposing a high-quality, sustainable redevelopment that will:

Transforming an underperforming site

The existing 1960s building is constrained, inefficient and no longer fit for modern use, limiting opportunities for refurbishment. With Regent College relocating locally and continuing its educational provision, the proposals present an opportunity to unlock the full potential of this brownfield site through a comprehensive, design-led redevelopment that will deliver a high-quality residential building and make more effective use of this central location in Westminster.

Delivering new homes in a well-connected location

The scheme will deliver 22 new homes, including a mix of 1, 2 and 3-bedroom apartments. All homes will exceed London Plan space standards and are designed to support modern living.

Residents will benefit from shared amenities, including roof terraces and internal communal spaces, supporting wellbeing and creating a strong sense of place. The site’s exceptional connectivity promotes sustainable travel and reduces reliance on private vehicles.
Affordable housing is being explored through off-site provision or a financial contribution, in line with policy and viability considerations.

High-quality design responding to context

The proposals introduce a contemporary yet contextual architectural approach that reflects the character of Fitzrovia West.
The design draws on the area’s Arts and Crafts heritage through the use of high-quality materials such as Portland stone and cast aluminium, ensuring a durable and coherent appearance. The building massing has been carefully developed to respond to neighbouring properties, including stepping back upper levels to reduce visual impact.

Enhancing the streetscape and local environment

The development will significantly improve the appearance and experience of Great Titchfield Street. A more transparent ground floor will create a welcoming frontage, improving pedestrian experience, contributing positively to the surrounding area.
The scheme improves the public realm with a wider pavement and retains existing street trees, helping to support wider environmental and placemaking objectives.
